Tsay Keh’s Village is in the northern regions of the Rocky Mountain Trench of northeastern BC; a valley formed by the eastern and central ranges of the Rocky Mountains. Tsay Keh is accessible by a logging road from Mackenzie or by Ootsa Air out of Prince George BC.

Tsay Keh village was developed as the community’s main settlement in 1992, after a turbulent period for the Nation, following the flooding of their territory in 1968 for the development of the WAC Bennett dam. This history colors the relationship between many community members and BC Hydro. Today, the community is considered ‘remote and off-grid’, as it lacks access to the electricity grid and natural gas networks. The community meets it electricity needs through a set of diesel generators, operated by BC Hydro and partly subsidized by Indigenous and Northern Affairs Canada. Heating needs in the community are met through a mix of wood, electricity and propane use. The on-reserve population in 2011 was 105 community members, living in 30 dwellings according to the 2011 census.

Community Vision, Values & Goals

In January 2017, Community Power facilitated a discussion session where Nation’s vision and goals, both broadly and as they relate to energy specifically, were discussed. Community representatives present at this discussion reported several goals and objectives with regards to their energy future and its impact on the community. We have summarized these goals under the three themes of ‘addressing generation capacity issues’, ‘improving health and environmental impacts’ and ‘community engagement.’

EMP Year 1 (May 2017): This document presents an Energy Management Plan (EMP) for Tsay Keh Dene, documenting the community’s current energy use, projections of future energy consumption in the short and long terms, the community’s goals and visions for their energy future, and an outline of a pathway towards achieving these goals.

Load Forecast report (June 2018): This report summarizes the results of an electricity load forecast performed for the community of Tsay Keh Dene. In this work, six short-term forecast scenarios are developed for the years 2018-2028. Each short-term forecast scenario is, then, extended to 2040 assuminga high and a low rate of growth. In all, these 12 scenarios point to consumption and peak demand ranges.
